Frederick County Comprehensive Plan Update

“Many Places, Once Community” aptly describes Frederick County and is the title of the 400+ page comprehensive land use plan to be adopted by the Board of County Commissioners (BOCC) on April 8, 2010. In January 2008, the BOCC announced their Growth Management Initiative, which included an update to the County Comprehensive Plan, county zoning map, plus changes to the County’s Adequate Public Facilities Ordinance.
A comprehensive plan consists of a future land use plan map and a text document and is a guide for all future land use decisions. A comprehensive plan contains goals, policies, and recommendations for establishing how, where, and to what extent the county develops and grows. The Frederick County Planning Commission and BOCC conducted over 50 public workshops and held 4 public hearings to craft, discuss, and receive public input on the new comprehensive plan and zoning map. The BOCC has made changes to zoning districts, comprehensive plan designations, growth areas, and future public water and sewer service areas to implement a vision for the future of Frederick County. A new element in the comprehensive plan is the introduction of the concept of Green Infrastructure with recommendations for the creation of functional Green Infrastructure Master Plan for Frederick County.
